RESULTS OF A STUDY UNDERTAKEN IN THE DENVER REGIONAL OFFICE TO DETERMINE WHAT PERCENT OF LEAA PART 'C' MONIES SUBGRANTED FOR THESE YEARS WERE ALLOCATED TO COURTS, PROSECUTION, AND DEFENSE.
Abstract
ALSO INVESTIGATED WERE THE PERCENTAGE OF FUNDS SUBGRANTED TO THE SEPARATE AREAS OF COURTS, PROSECUTION, AND DEFENSE; THE PERCENTAGE OF FUNDS ALLOCATED TO THE AREAS OF TRAINING, EQUIPMENT, MANPOWER, AND RESEARCH; AND THE PERCENTAGE OF FUNDS SUBGRANTED TO THESE PROGRAM AREAS FOR FISCAL YEAR 1972. LEAA REGION EIGHT COMPRISES COLORADO, MONTANA, NORTH DAKOTA, SOUTH DAKOTA, UTAH, AND WYOMING. DATA IS ANALYZED AND PRESENTED ON A STATE-BY-STATE BASIS IN BOTH NARRATIVE AND CHART FORM. STUDY RESULTS REVEALED THAT, OVER THE THREE-YEAR PERIOD, NO STATE HAD ALLOCATED A ONE-THIRD SHARE OF ITS BLOCK GRANT FUNDING TO COURTS; THAT OF THE THREE ADJUDICATION COMPONENTS, DEFENSE WAS A DISTANT THIRD PRIORITY IN ALL OF THE STATES, AND THAT LITTLE EMPHASIS WAS PLACED ON RESEARCH AND DEVELOPMENT. THESE LOW FUNDING LEVELS ARE LINKED LITTLE OR NO REPRESENTATION OF THE ADJUDICATION COMPONENT IN STATE PLANNING AGENCY STAFFING, SUB-COMPONENT PLANNING UNITS, SUPERVISORY BOARDS, OR THE SPA PLANNING PROCESS. RECOMMENDATIONS FOR REFORM ARE MADE IN THESE AREAS.
