This tenth annual report of the Law Enforcement Assistance Administration (LEAA) describes LEAA's programs and activities during fiscal year 1978.
Abstract
The bulk of the report contains data requested by Congress in Section 519 of the Crime Control Act of 1976. Included is an analysis of each State's criminal justice system improvement plan, a summary of major innovative policies and programs, an explanation of LEAA's evaluation procedures, and responses to a number of other requests. In addition, the report includes information requested by the Congress in the Juvenile Justice and Delinquency Prevention Act of 1974, as amended. During fiscal year 1978, LEAA focused its activities in five strategic areas. Crime prevention activities consisted of efforts to involve citizens, neighborhoods, businesses, and labor in anti-crime programs. In the area of crime control, LEAA focused on career criminals, trial delay reduction, and jail overcrowding. In focusing on alternatives to traditional processing, there were programs and research composed of diversion, pretrial release, and restitution. In an effort to increase knowledge, there were developments in information-gathering and evaluation methods. LEAA continued its emphasis on providing financial and technical assistance and training to State and local criminal justice agencies, as well as private, nonprofit groups.
