LEAA'S THIRD ANNUAL EVALUATION PLAN PROVIDES FOR THE IMPLEMENTATION OF THE AGENCY'S EVALUATION PROGRAM IN FISCAL 1979 AND 1980.
Abstract
AN INTRODUCTORY SECTION OUTLINES LEAA EVALUATION GOALS AND OBJECTIVES, RESOURCE ALLOCATIONS, AND EXPECTED RESULTS. AN OVERVIEW OF LEAA EVALUATION TOUCHES ON THE AGENCY'S MISSION, EVALUATION AND INTERGOVERNMENTAL RELATIONS, LEGISLATIVE REQUIREMENTS FOR EVALUATION OF LEAA PROGRAMS, IMPLICATIONS OF LEAA REORGANIZATION PLANS FOR EVALUATION, AND MANAGEMENT MECHANISMS FOR ACCOMPLISHING THE AGENCY'S EVALUATION GOALS AND OBJECTIVES. LEAA EVALUATION STRATEGY IS EXPLAINED, AND DETAILS OF STRATEGY, EVALUATION PROGRAM COMPONENTS, AND RESOURCE REQUIREMENTS ARE PRESENTED FOR THREE MAJOR EVALUATION ELEMENTS: (1) THE KNOWLEDGE PROGRAM, WHICH INCLUDES EVALUATIVE STUDIES AIMED AT FINDING BETTER WAYS OF REDUCING CRIME AND IMPROVING CRIMINAL JUSTICE SYSTEM PERFORMANCE, AS WELL AS EFFORTS TO DISSEMINATE STUDY FINDINGS; (2) THE MANAGEMENT PROGRAM, CONCERNED WITH USING EVALUATIVE INFORMATION IN THE DEVELOPMENT AND DIRECTION OF LEAA PROGRAMS; AND (3) THE DEVELOPMENT PROGRAM, AIMED AT HELPING STATE AND LOCAL AGENCIES BUILD AND USE THEIR EVALUATION CAPABILITIES. THE EVALUATION STATUS OF LEAA PROGRAMS IN EACH OF THE AGENCY'S MAJOR FUNCTIONAL AREAS--CRIME PREVENTION, LAW ENFORCEMENT, ADJUDICATION, CORRECTIONS, JUVENILE JUSTICE, CRIMINAL JUSTICE SYSTEM SUPPORT, AND HUMAN RESOURCE DEVELOPMENT-IS REPORTED. A SUMMARY AND RECAPITULATION SECTION INCLUDES A BREAKDOWN OF EVALUATION RESPONSIBILITIES OF LEAA OFFICES AND DIVISIONS.
