LEAA OFFICIALS AND OTHERS PRESENT TESTIMONY REGARDING LEAA'S IMPLEMENTATION OF A PROGRAM INVOLVING THE PROVISION OF GRANTS TO COMMUNITY GROUPS FOR SPECIFIC ANTICRIME ACTIVITIES.
Abstract
THE CHAIRMAN OF THE CONGRESSIONAL SUBCOMMITTEE CHARGED WITH OVERSEEING LEAA NOTES THAT THE PURPOSE OF THE COMMUNITY ANTICRIME PROGRAM IS TO MAKE FINANCIAL AND TECHNICAL ASSISTANCE AVAILABLE TO GRASSROOTS, COMMUNITY-ORIENTED ANTICRIME EFFORTS. THE PROGRAM IS INTENDED TO ELIMINATE SOME OF THE INPEDIMENTS ENCOUNTERED BY COMMUNITY GROUPS IN THEIR ATTEMPTS TO OBTAIN FUNDS. THE CHAIRMAN EXPRESSES CONCERN OVER DELAYS IN IMPLEMENTING THE PROGRAM AND ESTABLISHING THE OFFICE OF COMMUNITY ANTICRIME PROGRAMS MANDATED IN THE CRIME CONTROL ACT OF 1976, BUT NOTES THAT GUIDELINES FOR THE PROGRAM HAVE BEEN MADE AVAILABLE. A REPRESENTATIVES OF THE UNITED MINE WORKERS OF AMERICA HEALTH AND RETIREMENT FUNDS CRITICIZES THE LEAA GUIDELINES FOR BEING UNIMAGINATIVE. A REPRESENTATIVE OF THE CRIME TASK FORCE OF THE NATIONAL PEOPLES ACTION PRESENTS TESTIMONY CRITICAL OF THE LEAA GUIDELINES FOR PROCEDURAL AND ADMINISTRATIVE REASONS. LEAA OFFICIALS DESCRIBE THE AGENCY'S IMPLEMENTATION EFFORTS AND PROBLEMS. A COPY OF THE LEAA PROGRAM GUIDELINES AND OTHER SUPPORTING DOCUMENTATION ARE APPENDED.
