DISCUSSION OF LEAA'S 'PILOT CITIES' APPROACH TO CRIMINAL JUSTICE IMPROVEMENT, FOCUSING ON THE FIRST 18 MONTHS' EXPERIENCE OF THE SANTA CLARA PILOT PROGRAM.
Abstract
THE AUTHOR DISCUSSES THE SELECTION OF SAN JOSE AND SANTA CLARA COUNTY AS A 'PILOT' AREA, AND THE FORMULATION BY LEAA OF A NATIONAL STRATEGY FOR CRIMINAL JUSTICE RESEARCH AND DEVELOPMENT WHICH PROVIDED FOR DESIGNATION OF SIX ADDITIONAL PILOT CITIES. THE PILOT CITY STRATEGY WHICH COMBINES RESEARCH, PROBLEM IDENTIFICATION, EMPIRICAL TESTING, AND COMMUNITY-INVOLVED DEVELOPMENT TO EFFECT IMPROVEMENTS IN THE TOTAL CRIMINAL JUSTICE SYSTEM IS EXPLAINED. THE ORGANIZATION OF THE SANTA CLARA PROGRAM, UNDER THE ADMINISTRATION OF THE AMERICAN JUSTICE INSTITUTE, IS DESCRIBED. THE PROGRAM'S INITIAL EFFORTS IN THE THREE MAIN TASK AREAS OF PILOT RESEARCH, DEMONSTRATION PROJECTS, AND TECHNICAL ASSISTANCE ARE OUTLINED.
