This document describes the California Youth Authority LEAD (Leadership Esteem Ability Discipline) program, designed to prevent the further incursion of youthful offenders into the criminal justice system.
Abstract
The program emphasizes parole readiness and parole success and uses a treatment continuum consisting of a short-term, time- intensive, highly structured institutional program within a military framework, followed by an intensive parole experience phase consisting of graduated supervision levels. General program objectives are to help offenders develop self-esteem, discipline, and control; develop positive decision making skills; develop positive morale; develop leadership skills; eliminate chemical dependency; increase employability skills; develop citizenship awareness; develop positive life skills; increase knowledge of the impact of crime on victims; increase basic educational competencies in reading and math; and develop a prosocial subculture. This document outlines eligibility criteria, the institutional program phase, the parole program phase, and program evaluation. 2 appendixes
