Abstract
The Bush position advocated increasing technical and financial support to local law enforcement agencies, appointing law and order prosecutors and judges, codifying a new Federal death penalty, and expanding prisons to accommodate more inmates. One of the Vice President's priorities would be breaking up street gangs by creating an antigang unit within the Department of Justice, developing mandatory sentences for gang activity, giving the Federal government concurrent jurisdiction over juveniles committing a Federal crime, and focusing attention on community-based solutions. To give first-time offenders a second chance, Bush would separate them from career criminals, remove juveniles from adult facilities, and expand drug treatment and job skills programs. The fight against drugs would include establishing zero tolerance as an attitude and way of life, encouraging drug abusers to seek treatment, obliterating drugs at the source, and enacting tough drug enforcement laws.
