THE PURPOSE OF THIS ARTICLE IS TO REVIEW THE HISTORY OF THE LAW ENFORCEMENT EDUCATION PROGRAM (LEEP), TO ANALYZE THE ASSUMPTIONS ON WHICH IT IS BASED, AND TO DESCRIBE THE UNIQUE WAY IN WHICH IT WAS FUNDED.
Abstract
SOME OF THE DIFFICULTIES WHICH INHERE IN TRYING TO ASSESS AND EVALUATE SUCH A MASSIVE FEDERAL PROGRAM ARE DISCUSSED. LEEP, ENACTED BY CONGRESS IN 1968 AS PART OF THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT, HAS PROVIDED ALMOST $200 MILLION IN GRANTS AND LOANS FOR HIGHER EDUCATION TO STUDENTS PLANNING CAREERS IN LAW ENFORCEMENT AND TO IN-SERVICE LAW ENFORCEMENT OFFICERS.
