THE TEXTS OF THREE REPORTS BY INTERNATIONAL LAW EXPERTS ON PROBLEMS RAISED BY THE IMPLEMENTATION AND APPLICATION OF THE EUROPEAN CONVENTION ON EXTRADITION.
Abstract
THESE REPORTS WERE DELIVERED IN 1969 TO A MEETING OF PERSONS RESPONSIBLE FOR THE ENFORCEMENT OF THE CONVENTION AT THE NATIONAL LEVEL. THE AUTHORS ANALYZED THE PRINCIPLES OF THE TRADITIONAL LAW OF EXTRADITION, BASED ON THE RECIPROCAL OBLIGATION OF STATES TO SURRENDER FUGITIVES FOR CERTAIN OFFENSES. DEFECTS IN THE LANGUAGE OF THE CONVENTION WERE POINTED OUT, AND SUGGESTIONS WERE MADE FOR IMPROVING INDIVIDUAL TREATY ARTICLES. INDIVIDUAL STATE RESERVATIONS AND DECLARATIONS TO PARTICULAR TREATY ARTICLES WERE REPORTED, AND POSSIBLE SOLUTIONS OFFERED. THE CONFERENCE PARTICIPANTS PROPOSED SEVERAL BILATERAL STATE AGREEMENTS TO SUPPLEMENT THE CONVENTION.
