Abstract
A constitution is a system of fundamental principles that have been adopted by a people for the government of a nation, state, or other group. A constitution sets the parameters for all government actions and carves out areas of individual liberties that cannot be infringed upon. The United States Constitution has three primary functions: organizes government; assigns duties and responsibilities to the branches of the Federal Government and between the Federal and State Governments; and acts as a limitation on the authority of all governments. The document is divided into 17 chapters that discuss the legal aspects of the jobs of public managers, including those in law enforcement. The topics discussed include: (1) Constitutional Law for Public Managers; (2) Constitutional Limitations on Codes of Conduct; (3) Sexual Harassment; (4) Americans With Disabilities Act of 1990; (5) Fair Labor Standards Act; (6) Internal Affairs Procedures; (7) Freedom of Speech; (8) Religious Freedom in the Workplace; (9) Legal Ramifications of Drug Testing in the Workforce; and (10) Failure to Protect.
