Abstract
THE CREATION OF AN INTERNATIONAL CRIMINAL COURT IS PROPOSED TO OVERCOME THE DIFFICULTY WHICH SOME STATES HAVE CREATED BY GRANTING ASYLUM TO TERRORISTS WHO HAVE NO RIGHT TO CLAIM THE EXCEPTION OF POLITICAL OFFENSE.
