STUDY OF THE WAY PRISONERS IN THE LARGEST CORRECTIONAL INSTITUTION IN BERLIN PERCEIVE THEIR RIGHTS, DUTIES, AND LEGAL PROTECTION AS INMATES.
Abstract
A QUESTIONNAIRE ADMINISTERED TO THE PRISONERS INDICATED WIDESPREAD DISSATISFACTION WITH THEIR ACCESS TO THE COURTS FOR JUDICIAL RELIEF, THEIR INABILITY TO WRITE BRIEFS WITHOUT ASSISTANCE, THEIR LACK OF SUFFICIENT FUNDS TO HIRE A LAWYER, AND THE LACK OF PUBLIC LEGAL ASSISTANCE PROGRAMS. PRISONERS ALSO BELIEVED THAT THE COURTS INVARIABLY SIDE WITH THE PRISON ADMINISTRATION WHEN ARBITRATING A DISPUTE. WITHOUT A RESPECT FOR LAW AND ORDER RELATIVE TO THEIR OWN POSITION WITHIN THE PRISON, PRISONERS CANNOT BE EXPECTED TO DEVELOP THE RESPECT FOR LAW AND ORDER IN SOCIETY ON WHICH REHABILITATION DEPENDS. --IN GERMAN.
