ROLE AND FUNCTION OF THE FAMILY COURT, QUALITY OF REPRESENTATION, AND METHOD OF SERVICE DELIVERY, INCLUDING RECOMMENDATIONS FOR REFORM.
Abstract
THE QUALITY AND DELIVERY OF SERVICES TO INDIGENTS IS AFFECTED BY NON-EXISTENT, OR INEFFECTIVE AUXILIARY SERVICES AND THE DELAY IN COURT PROCEEDINGS. RECOMMENDATIONS IN THIS REPORT CONCERN COURT REFORM, LEGAL REPRESENTATION, LAW GUARDIANS, COURT APPOINTED PANELS, AND THE OFFICE OF THE CORPORATION COUNSEL. GENERAL SUGGESTIONS INCLUDE THE EXTENSION OF FAMILY COURT OPERATIONS TO SATURDAYS AND AFTER-WORK HOURS, THE TRANSLATION OF SUMMONS INTO AN ADDITIONAL LANGUAGE, AND THE PROVISION OF CHILD CARE FACILITIES FOR CHILDREN WHO ACCOMPANY THEIR PARENTS TO FAMILY COURT PROCEEDINGS.
