SELECTED KENTUCKY STATUTES AND COURT CASES ARE CITED TO ILLUSTRATE INADEQUACIES AND RESULTING ADJUSTMENTS TO CURRENT NEEDS.
Abstract
THE AUTHOR CONCLUDES THAT EACH STATE SHOULD HAVE STATUTES SPECIFICALLY DESIGNED TO COPE WITH RIOTS AND CIVIL DISORDERS. HE STATES THAT CITY ORDINANCES SHOULD BE CODIFIED, POWERS OF ARREST BY SPECIAL OFFICERS DELINEATED, AND STANDARDS FOR POLICE TRAINING PROGRAMS ESTABLISHED. HE ALSO SUGGESTS A NEED FOR SECURITY DEPARTMENTS IN INSTITUTIONS OF HIGHER LEARNING, IN WHICH POLICEMEN SHOULD HAVE ARRESTING POWERS. (AUTHOR ABSTRACT MODIFIED)
