This Interim Report of the Task Force on Protecting Democracy of the National Conference of State Legislatures provides guidelines for coordinating the activities of and facilitating the exchange of information between and among States, local governments, and the Federal Government to strengthen homeland security.
Abstract
The Task Force believes that State legislatures should be aware of the following basic functions related to homeland security: collect information on preparedness needs, appropriate funds, coordinate activities, and evaluate programs. Recommendations are offered for the coordination of activities and the exchange of information. Sections are devoted to the following issues that may be impacted by a terrorist attack: agriculture and food safety, continuity of government, the security of computerized networks, electronic surveillance, energy security, and first responders. Other relevant issues discussed are geographic information systems, identity security, information security, insurance against terrorist acts, interoperability among response agencies, interstate compacts, point-of-entry security, public health, transportation security, water infrastructure security, and weapons of mass destruction. Another major section of this report discusses resources and potential funding for the preparedness required to defend against and respond to various types of possible terrorist attacks. Other recommendations pertain to the sharing of expertise, civic renewal, suggestions for State legislatures, and suggestions for the Federal Government. 9 tables
