This article describes the design and construction of the Kane County (Illinois) Adult Detention Center.
Abstract
The Kane County Adult Detention Center has leveraged technological advances to increase security, decrease corrections costs, and increase long-term functionality. For example, by installing a digital system, facilities will have the ability to seamlessly implement future software-based advancements. The digital security enhancements are described, which include a Programmable Logic Controller-based door monitoring and control system, a closed-circuit television system using IP video and power over the Ethernet, and a microprocessor-based intercom and public address/paging system. Using digital instead of analog technology allowed for simplicity and flexibility and saved the trouble of having to rigidly hardwire the facility. The decisionmaking process during the design phase of the construction project is described followed by a discussion of some of the specific design considerations that corrections professionals should take into account when preparing to build new facilities. Correctional facility designers are encouraged to design for those who will spend the most time at the facility: the employees. Correctional facilities can be designed to improve employee satisfaction, retention, and delivery of services and can also decrease inmate stress and aggression. Design components such as sightlines, types of building materials, and “enlightened device layout” can contribute to more efficient uses of space that also enhance the operation of the facility and the well-being of inmates and employees. Future technological advancements expected to emerge include enhanced data collection systems that may have advanced human monitoring capabilities. Endnotes
