This bulletin presents statistics on the criminal histories of offenders who have been sentenced to life imprisonment in Great Britain and who are later released on license into the community (life licensees). Statistics also pertain to restricted patients, those mentally disordered offenders who have been committed by the courts to a psychiatric hospital but are later discharged conditionally into the community.
Abstract
In 1991, 72 life licensees were released and 84 restricted patients discharged from hospital. The 2-year reconviction rate for life licensees for a standard list offense was 10 percent and for a grave percent, only 2 percent. Two-year reconviction rates for both life licensees and restricted patients were much lower than the equivalent rates for all adult male ex-inmates. However, reconviction rates for life licensees with previous convictions were twice those with no previous convictions. Reconviction rates for restricted patients with a psychopathic disorder were higher than those who were mentally impaired, which were higher than those with mental illness. 2 figures, 3 tables, 12 appendix tables, and 11 notes
