This is the third annual report to the Colorado General Assembly of the implementation of the Lifetime Supervision Act in Colorado, which provides for intensive supervision of sex offenders.
Abstract
Three sections are presented in this report; each section represents one of the reporting departments required by the Lifetime Supervision Act. The Department of Supervision, the Department of Public Safety, and the Judicial Department report on the impact and implementation of the lifetime supervision of sex offenders. The first section, from the Department of Corrections, discusses the impact of the act on the prison population and then presents data concerning the supervision of sex offenders. Data are provided for prison admissions under the Lifetime provisions; trends in sentencing for sex offenses; the impact on the parole population; parole release, discharge, and revocation hearings; the Sex Offender Treatment and Monitoring Program (SOTMP); and the availability and cost of sex offender treatment. The second section, from the Department of Public Safety, discusses the treatment and services provided to sex offenders in Colorado. This section offers a summary of evaluation instruments used with this population, including the Mental Health Sex Offense-Specific Evaluation and the Sexual Predator Risk Assessment Screening Instrument. Also included are an overview of the location and availability of sex offender service providers, the average cost for services, and a program evaluation. The third section, by the Judicial Department, discusses the impact of the act on the probation population and offers an overview of probation discharge and revocation hearings. The cost of services is also included in this section. The attachments include the two screening instruments described in section two, the Lifetime Supervision criteria, and the Sex Offender Management Board Provider List.
