This article analyzes the history and status of cooperation among the police forces of Western Europe, noting that in most instances the cooperation is informal and has been built up mainly by the police themselves.
Abstract
These informal relationships have no proper juridical status, with the result that the execution of agreements can cause problems in both principle and practice. The limits of police cooperation can only be extended as far as political integration has progressed. It is deemed unlikely that any multinational agreements regulating police interaction will be reached, but better organization of police cooperation can be expected through bilateral agreements such as the one existing between France and West Germany since 1978.
