Detailing funding and services available through the Comprehensive Employment and Training Act (CETA), this monograph is a guide for planners and administrators of drug abuse treatment programs.
Abstract
CETA provides billions of dollars each year to State and local governments in order to help remedy unemployment problems due to changes in the economy and the lack of work skills and job preparation in segments of the population. Details on how to tap into these funds and optimize their use for improving the delivery of drug abuse treatment services were obtained through visits to treatment programs, State drug abuse agencies, and CETA administrators. In addition, the original CETA Act, the October 1978 amendments, and the April 1979 regulations were reviewed. The first chapter outlines the role of vocational rehabilitation in treatment and summarizes the various titles of the act and regulations as they apply to drug abuse services. Eligibility of clients for CETA participation is also reviewed. The second chapter explains how service providers or referral groups can use CETA to supply vocational services to clients. Also included are guidelines for working with the local CETA prime sponsor and the State CETA authorities. The third chapter provides criteria for monitoring and evaluating CETA linkages. Both statewide monitoring of the extent of CETA usage by treatment programs and the monitoring and evaluation outcomes by the programs themselves are covered. The final chapter summarizes the key factors leading to success with CETA and the recommendations for action which were presented in the previous chapters. Four references and an appendix containing a list of Employment and Training Administration Regional Offices are included. (Author abstract modified.)
