This article reviews the Metropolitan Atlanta Rapid Transit Authority Police Department (MARTA-PD) training-based promotional system.
Abstract
In late 1993, the Department of Criminal Justice at Georgia State University and the MARTA-PD developed a unique system of promotion whereby officers employed by MARTA could advance in rank according to their completion of performance in a specially designed training curriculum. This article reviews the promotional program, provides a comprehensive critique of traditional promotional practices, analyzes relevant case law, presents a theoretical base for a training-based system, discusses the task analysis and construction of the training courses and provides an overview of the training delivery, testing, and list construction. The MARTA Police Department claims that the new promotional initiative has been a success and the department’s level of performance has improved. However, there has been no comprehensive evaluation of the technique, how it is perceived by the rank and file, and how they view those who have been promoted. References, appendixes
