Abstract
RECOMMENDATIONS ARE ADDRESSED TO A NUMBER OF INNOVATIONS IN LOCAL FINANCING SYSTEMS, BUT ARE LIMITED TO THOSE CHANGES WHICH CAN BE EFFECTED AT LOCAL AND STATE LEVELS ONLY. THE RECOMMENDATIONS ARE GUIDED BY CONCEPTS OF PRODUCTIVITY AND EQUITY IN FINANCING.
