PLAN AIMED AT DIVERTING CHILDREN FROM THE CORRECTIONAL SYSTEM AND PROVIDING COMMUNITY-BASED ALTERNATIVES TO STATE INSTITUTIONALIZATION.
Abstract
THIS SURVEY COVERS THE DEMOGRAPHY OF THE STUDY AREA, THE EXISTING JUVENILE JUSTICE SYSTEM, AND A PROPOSED PROGRAM. RECOMMENDATIONS CONCERN ADMINISTRATIVE AND JUDICIAL RESTRUCTURING, INCREASED FUNDING AND IMPROVED INTERAGENCY COORDINATION. OTHER SUGGESTIONS INCLUDE A PUBLIC AWARENESS AND EDUCATION CAMPAIGN, AND THE ESTABLISHMENT OF ALCOHOL AND DRUG ABUSE CLINICS. IT WAS RECOMMENDED THAT PRIORITY BE GIVEN TO THE ESTABLISHMENT OF A SENIOR RESIDENTIAL TREATMENT CENTER FOR BOYS, A GROUP HOME FOR OLDER GIRLS, AND A NEW JUVENILE CENTER WITH DETENTION FACILITIES. A DELINQUENCY PREVENTION COMMISSION WAS PROPOSED ALSO. ILLUSTRATIONS AND TABLES DEPICT THE DISPOSITION OF JUVENILE DELINQUENT ARRESTS, DESCRIBE PLACEMENT FACILITIES, AND INDICATE POLICE REFERRALS AND OTHER RELATED ACTIVITIES. THE APPENDIX CONTAINS A DELINQUENCY PREVENTION QUESTIONNAIRE AND SUPPORTING STATISTICAL DATA, AS WELL AS A BUILDING PROGRAM FOR CORRECTIONAL FACILITIES.
