AN OVERVIEW OF THE ENTIRE GEOGRAPHIC BASE FILE (GBF) SYSTEM UTILIZED BY THE LOS ANGELES POLICE DEPARTMENT IS PRESENTED, ALONG WITH EXPLANATION OF HOW THE GBF FITS INTO LOS ANGELES' TOTAL COMPUTERIZED SYSTEM.
Abstract
THE LOS ANGELES POLICE DEPARTMENT (LAPD) COMMUNICATIONS SYSTEM IS DESCRIBED IN THE CONTEXT OF ITS EMERGENCY COMMAND CONTROL COMMUNICATIONS SYSTEM (ECCCS). THIS SYSTEM IS A PLANNED COMPUTERIZED SYSTEM UTILIZING ADVANCED TECHNOLOGY TO PROVIDE THE FASTEST POSSIBLE RESPONSE TO CITIZEN CALLS FOR SERVICE AND TO ENABLE THE STREET POLICE OFFICER TO OPERATE MORE EFFECTIVELY. (THE BENEFITS TO BE DERIVED FROM THE ECCCS PROGRAM ARE ENUMERATED IN FULL, ALONG WITH THE PRIMARY GOALS OF THE SYSTEM AS ACHIEVED WITH THE HELP OF LEAA GRANT FUNDS.) AS THE CENTRAL FOCAL POINT FOR DISPATCH AND COMMUNICATIONS, AS WELL AS THE INTERFACE BETWEEN THE PUBLIC, FIELD UNITS, STORED INFORMATION, AND LAPD MANAGEMENT, THE ECCCS IS COMPOSED OF SUBSYSTEMS. THESE SUBSYSTEMS INCLUDE THE REMOTE OUT-OF-VEHICLE EMERGENCY RADIO (ROVER), MOBILE DIGITAL TERMINALS, AND COMPUTER-AIDED DISPATCH. SUBSYSTEM FUNCTION AND STRUCTURE IS EXPLAINED. LOS ANGELES GBF REQUIREMENTS FOR GEOCODING, SUCH AS USE OF EXISTING CITY STREET INDEX FILES, DATA BASE GENERATION, AND DATA BASE MAINTENANCE, ARE LISTED. DEFINITIONS OF THE MAJOR FILES WITHIN THE GBF SUBSYSTEMS ARE THEN OFFERED; THESE INCLUDE THE STREET INDEX FILE, THE GEOGRAPHIC BASE FILE, THE PLACE NAME FILE, THE REPORTING DISTRICT FILE, THE TEAM/UNIT ASSIGNMENT FILE, THE ROAD HAZARD FILE, AND THE HAZARDOUS LOCATION FILE. FINALLY, DISCUSSION TURNS TO HOW THE ECCCS-GBF WILL INTERFACE WITH CITIZENS AND TO THE CURRENT STATUS OF THE ECCCS. DIAGRAMED FLOW CHARTS PORTARY OVERVIEWS OF EACH OF THE SUBSYSTEMS AND THE ECCCS.
