REVIEW OF THE FUNCTIONS AND OPERATIONS OF THE RESERVE DEPUTY SHERIFF PROGRAM, EMPHASIZING THOSE FEATURES WHICH AFFECT ITS SUITABILITY FOR REPLICATION.
Abstract
THE RESERVE DEPUTY PROGRAM ADDRESSES THE PROBLEM OF HOW TO MAINTAIN OR INCREASE POLICE SERVICE WITHIN EXISTING BUDGETS. RESERVE DEPUTIES SUPPLEMENT THE REGULAR SHERIFF'S FORCE ON BOTH A PART-TIME AND AN EMERGENCY BASIS. OVER 1300 TRAINED VOLUNTEERS SERVE IN ONE OF FOUR COMPONENTS: UNIFORM RESERVES (WHO ARE FULLY QUALIFIED PEACE OFFICERS), MOUNTED POSSEMEN, MOUNTAIN RESCUE TEAMS, AND SPECIALIST UNITS (MEDICAL, PHOTOGRAPHIC, ETC.). THIS REPORT IDENTIFIES FOUR MAJOR PROGRAM STRENGTHS: COMPREHENSIVE, EFFECTIVE TRAINING, USE OF PROFESSIONALS IN SPECIALIST UNITS, ACCEPTANCE OF RESERVISTS BY REGULAR DEPUTIES, AND SIGNIFICANT DOLLAR SAVINGS. WEAKNESSES ARE FOUND TO EXIST IN THE AREAS OF FORMAL PERFORMANCE APPRAISAL, SCREENING FOR APPLICANT MOTIVATION, CONSTANT DIRECT SUPERVISION OF RESERVES BY REGULARS, AND MAINTAINING DATA DESCRIPTIVE ONLY OF RESERVE PERFORMANCE. THE TRAINING CURRICULUM AND STATISTICS DESCRIBING RESERVE ACTIVITIES ARE APPENDED.
