THE FIVE PHASES OF DEVELOPMENT AND IMPLEMENTATION FOR THE EMERGENCY COMMAND CONTROL COMMUNICATION SYSTEM (ECCCS) ARE OUTLINED, ALONG WITH BRIEF DESCRIPTIONS OF SYSTEMS ENGINEERING, MANAGEMENT AND EVALUATION SCHEMES.
Abstract
ECCCS IS A TOTALLY INTEGRATED SYSTEM INTENDED TO AID POLICE IN REDUCING CRIME AND THE FEAR OF CRIME BY QUICKENING RESPONSE TIME AND INCREASING PUBLIC CONFIDENCE IN POLICE SERVICES. INITIATED IN SEPT. 1973, IT IS ENVISIONED AS THE BASIS FOR AN EXPANDED REGIONAL SYSTEM. WHEN COMPLETED ECCCS WILL INCLUDE FEATURES SUCH AS MOBILE DIGITAL RADIO COMMUNICATIONS, COMPUTER-AIDED CENTRALIZED DISPATCHING, AUTOMATED MANPOWER DEPLOYMENT, PORTABLE OUT-OF-CAR COMMUNICATIONS, AND POSSIBLY AUTOMATIC VEHICLE MONITORING.
