THIS ARTICLE REVIEWS THE STATE OF CALIFORNIA'S JUVENILE JUSTICE SYSTEM, CONCENTRATING ON THE TREATMENT OF MENTALLY DISTURBED JUVENILE OFFENDERS, AND RECOMMENDS CHANGES IN THE PRESENT LAW.
Abstract
THE AUTHOR EXAMINES THE FAILURE OF STATE TREATMENT INSTITUTIONS TO DEAL WITH THE DISTURBED OFFENDERS AND DISCUSSES ATTEMPTS TO CHANGE THEIR NEGATIVE SELECTION PROCESSES AND WIDE DISCRETIONARY POWERS. THE INADEQUACY OF THE PRESENT LAW, AN ADULT CRIMINAL LAW AMENDED TO INCLUDE JUVENILES, IS EMPHASIZED AND SUGGESTIONS FOR MAJOR REVISIONS ARE SET FORTH.
