REPORT, DATED JANUARY 1976, OF TECHNICAL ASSISTANCE OFFERED TO THE DISTRICT TO REVIEW MANAGEMENT PROBLEMS AND TO OUTLINE BROAD OBJECTIVES WHICH THE COURT SHOULD ATTEMPT TO ACCOMPLISH TO SOLVE THE PROBLEMS.
Abstract
THE THIRTIETH JUDICIAL DISTRICT CONSISTS OF TWO PARISHES, BEAUREGARD AND VERNON, AND IS STAFFED BY TWO JUDGES, ONE DISTRICT ATTORNEY, AND THREE ASSISTANTS. IT WAS DETERMINED FROM A STUDY OF COURT OPERATIONS THAT IT IS NECESSARY TO PROVIDE MORE JURY TIME FOR BOTH CIVIL AND CRIMINAL CASES. VERNON PARISH SHOULD HAVE A JUDGE AVAILABLE TO ATTORNEYS EVERY WEEK TO TRY CASES OR HEAR MOTIONS OR OTHER MATTERS. IT WAS FURTHER CONCLUDED THAT ADDITIONAL MANPOWER TO AN ALREADY OVERBURDENED SYSTEM IS NOT AN ANSWER, AND SHOULD ONLY BE CONSIDERED AFTER ALL EFFORTS TOWARD BETTER UTILIZATION OF EXISTING MANPOWER HAVE BEEN EXERCISED.
