THE LOUISIANA COMMISSION ON LAW ENFORCEMENT HAS DEVELOPED AND ADOPTED STATEWIDE CRIMINAL JUSTICE STANDARDS AND GOALS THROUGH JOINT EFFORTS OF LAW ENFORCEMENT AND CRIMINAL JUSTICE AGENCIES.
Abstract
GOALS FOR LAW ENFORCEMENT ARE BASED ON CRIME FORECASTS USING TREND DATA SINCE 1960. CRIME PROJECTIONS TO 1980 AND FOR SUBSEQUENT YEARS HAVE BEEN COMPUTED USING A SERIES OF MATHEMATICAL EQUATIONS. CRIME AND DELINQUENCY REDUCTION AND CRIMINAL JUSTICE SYSTEM IMPROVEMENT GOALS ARE NOTED. LAW ENFORCEMENT STANDARDS ARE OUTLINED IN TERMS OF THE LAW ENFORCEMENT ROLE AND ROLE IMPLEMENTATION, COMMUNITY RESOURCE DEVELOPMENT AND CRIME PREVENTION, CRIMINAL JUSTICE RELATIONS, PLANNING AND ORGANIZING, TEAM POLICING, UNUSUAL OCCURRENCES, PATROL, OPERATIONS SPECIALIZATION, MANPOWER ALTERNATIVES, PROFESSIONAL ASSISTANCE, SUPPORT SERVICES, PERSONNEL RECRUITMENT AND SELECTION, POLICE COMPENSATION, PERSONNEL EDUCATION AND TRAINING, PERSONNEL DEVELOPMENT FOR PROMOTION AND ADVANCEMENT, EMPLOYEE RELATIONS, INTERNAL DISCIPLINE, HEALTH CARE, RETIREMENT AND OTHER EMPLOYEE SERVICES, PERSONAL EQUIPMENT, TRANSPORTATION, COMMUNICATIONS, AND INFORMATION SYSTEMS. THE RELATION BETWEEN POLICE, COURT, COMMUNITY CRIME PREVENTION, ADULT CORRECTIONS, AND JUVENILE JUSTICE STANDARDS IS ILLUSTRATED IN AN APPENDIX. (DEP)
