STANDARDS AND GOALS TO IMPROVE THE CRIMINAL JUSTICE SYSTEM IN LOUISIANA ARE FORMULATED WITH RESPECT TO LAW ENFORCEMENT, COURTS, ADULT CORRECTIONS, JUVENILE JUSTICE, AND COMMUNITY CRIME PREVENTION.
Abstract
THE CRIMINAL JUSTICE SYSTEM IN LOUISIANA IS FUNCTIONALLY DIVIDED INTO THREE COMPONENTS, POLICE, COURTS, AND CORRECTIONS. THE SYSTEM IS ALSO GEOGRAPHICALLY DIVIDED INTO CITIES, PARISHES, AND JUDICIAL DISTRICTS, AND THERE IS OFTEN OVERLAP IN RESPONSIBILITIES. IN ORDER TO DEVELOP STANDARDS AND GOALS, AN ADVISORY COMMISSION WAS ESTABLISHED AND DIVIDED INTO FIVE COMMITTEES. THESE COMMITTEES WERE RESPONSIBLE FOR COMMUNITY CRIME PREVENTION, JUVENILE DELINQUENCY, LAW ENFORCEMENT, COURTS, AND ADULT CORRECTIONS STANDARDS AND GOALS, THE PROCESS OF DETERMINING STATE STANDARDS AND GOALS RELIED HEAVILY ON PROBLEM AND NEED STATEMENTS SUBMITTED BY CRIMINAL JUSTICE AGENCIES. AFTER PROBLEMS AND NEEDS WERE IDENTIFIED, INFORMATION ABOUT DEFICIENCIES AND PROBLEMS IN THE CRIMINAL JUSTICE SYSTEM AND SPECIFIC CRIME PROBLEMS WAS ANALYZED. MEASURABLE STANDARDS AND GOALS WERE FORMULATED ON THE BASIS OF PRIORITY NEEDS. CRIME GOALS WERE SET ONLY AFTER CONSIDERABLE ATTENTION WAS GIVEN TO CHARACTERISTICS OF TARGET CRIMES AND THEIR CONCENTRATION PATTERNS ACROSS THE STATE. A STRATEGY FOR IMPLEMENTING STANDARDS AND GOALS IS DESCRIBED, AND THE STANDARDS AND GOALS ARE ENUMERATED. THE UTILIZATION OF STANDARDS AND GOALS IN PLANNING FOR THE EXPENDITURE OF CRIMINAL JUSTICE FUNDS IS DISCUSSED.
