REPORT OFFERS PRACTICAL ADVICE ON THE ESTABLISHMENT OF AN EDUCATIONAL PROGRAM FOR LOUISIANA JUDGES.
Abstract
THREE CONSULTANTS OFFER THEIR ADVICE IN THIS REPORT ON THE SETTING UP OF A JUDICIAL COLLEGE TO PROVIDE ORIENTATION COURSES TO JUDGES AT ALL LEVELS. SOME 25 STATES PRESENTLY HAVE STATE JUDICIAL COLLEGES. ONE OF THE CONSULTANTS WAS FROM NEIGHBORING MISSISSIPPI. THIS CONSULTANT RECOMMENDED THAT THE JUDICIAL COLLEGE REQUIRE COMPULSORY ATTENDANCE. THE SECOND CONSULTANT SUGGESTED THAT THE VARIOUS COMPONENTS OF ANY PROPOSED PROGRAM BE IMPLEMENTED ONE AT A TIME, WITH SUCCESSFUL IMPLEMENTATION OF ONE COMPONENT JUSTIFYING FINANCING FOR THE NEXT. THE COMMITTEE TO WHICH THE CONSULTANTS GAVE THEIR ADVICE AGREED THAT THE COLLEGE BE SET UP AND THAT IT BE SUPERVISED BY A SEVEN-MEMBER BOARD OF GOVERNORS, ALL OF WHOM WOULD BE JUDGES....BS
