Abstract
THE CONSULTANT WAS CALLED IN TO ASSIST IN A STUDY OF THE CRIMINAL INVESTIGATION DIVISION BY THE PLANNING AND RESEARCH UNIT OF THE LOUISVILLE POLICE DEPARTMENT. SOME OF THE RECOMMENDATIONS FOLLOW FROM A REPORT, 'MANAGING CRIMINAL INVESTIGATIONS' (A PRESCRIPTIVE PACKAGE OF THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE, NCJ-19486), WHICH SHOWS, AMONG OTHER THINGS, THAT THE MOST IMPORTANT FACTORS IN SOLVING CASES ARE THE INFORMATION SUPPLIED BY THE VICTIM TO THE RESPONDING PATROL OFFICER, AND THE FOLLOWING OF ROUTINE POLICE PROCEDURES. RECOMMENDATIONS INCLUDE REDUCED FOLLOW-UP INVESTIGATIONS, TEAM INVESTIGATIONS, AND INCREASED EVIDENCE PROCESSING CAPABILITIES. RECOMMENDATIONS ARE PRESENTED IN A MANAGEMENT-BY-OBJECTIVES FORMAT.
