This article examines the simultaneous presence in India of low intensity conflicts and high intensity crime.
Abstract
India is currently experiencing low intensity conflict in Nagaland, Mizoram, Manipur, Assam, and Tripura. Punjab has witnessed some of the world's most lethal terrorism and Kashmir has been having low intensity conflict since the late 1980's. The total involvement of Pakistan with the infiltration of mujahideens from various Islamic countries has complicated the situation. Organized crimes like drug trafficking, money laundering, illegal immigration, and counterfeiting currency are assuming more serious dimensions with the liberalization of the country's economy. Unfortunately, there is no comprehensive law to deal with the phenomenon. The author suggests that the government should have a long term policy to deal with low intensity conflicts, genuine grievances of disaffected groups should be redressed, and an act to tackle organized crime should be legislated as soon as possible.
