Abstract
PROGRAMS CITED AS EXAMPLES OF EFFORTS MADE TO IMPROVE THE QUALITY OF POLICE PERFORMANCES IN 1978 INCLUDE (1) THE PEDESTRIANBICYCLE PROGRAM, WHICH INVOLVED EIGHT NONCOMMISSIONED EMPLOYEES PATROLING ON BICYCLES WITH SPECIFIC RESPONSIBILITIES FOR EDUCATION AND ENFORCEMENT OF PEDESTRIAN AND BICYCLE-RELATED ORDINANCES; (2) A VICTIMIZATION SURVEY DESIGNED TO OBTAIN DATA TO CORRELATE REPORTED AND ACTUAL CRIME IN THE COMMUNITY AND TO ASSESS CITIZEN SATISFACTION WITH POLICE SERVICE; (3) THE INITIAL OPERATION OF A COMPUTERIZED INFORMATION SYSTEM AFTER 6 YEARS OF DEVELOPMENT; (4) TRAINING FOR THE HOSTAGE NEGOTIATION AND SPECIAL WEAPONS AND TACTICS TEAM; (5) THE ESTABLISHMENT OF A WHITE-COLLAR CRIME UNIT; (6) EXPERIMENTATION WITH ALTERNATE PATROL STRATEGIES BY INCREASING THE INVOLVEMENT OF OFFICERS ASSIGNED TO THE PATROL DIVISION AND THE SPECIAL OPERATIONS SECTION IN BICYCLE AND FOOT PATROL OF ASSIGNED GEOGRAPHIC AREAS; (7) INTENSIFICATION OF CONTROL AND ENFORCEMENT IN THE AREA OF VICE-RELATED ACTIVITIES; (8) THE DEVELOPMENT OF A VOLUNTARY PHYSICAL FITNESS PROGRAM FOR EMPLOYEES; AND (9) THE MONITORING OF CROWDS IN THE CAMPUS AREA AFTER FOOTBALL GAMES. OTHER PROGRAMS AND PROJECTS WERE THE DEVELOPMENT OF A VICTIM-ASSISTANCE PAMPHLET TO EXPLAIN INVESTIGATIVE PROCESSES AND PROCEDURES TO VICTIMS OF CRIMES AND TO IDENTIFY AVAILABLE SUPPORTIVE SOCIAL SERVICES, THE CONTINUED CIVILIANIZATION OF THE COMMUNICATION SECTION TO RETURN POLICE OFFICERS TO PATROL RESPONSIBILITIES, EXPERIMENTATION WITH NEW INVESTIGATIVE DECISIONMAKING MODELS WHICH IDENTIFY CASE ASSIGNMENT CRITERIA FOR USE IN THE ASSIGNMENT OF INVESTIGATIVE RESOURCES, AND PARTICIPATION OF POLICE SAFETY OFFICERS IN SCHOOL DRIVERS' EDUCATION PROGRAMS.
