EVALUATES SOCIAL INSTITUTIONS TO DETERMINE THEIR EFFECTIVENESS IN PREVENTING AND CONTROLLING DELINQUENCY, AND OFFERS RECOMMENDATIONS FOR IMPROVING AND EXPANDING THE STRUCTURES AND PROGRAMS OF THESE INSTITUTIONS.
Abstract
COMMUNITY PROGRAMS OF SCHOOL, RECREATION, RELIGION, AND FAMILY ARE CRITIQUED IN TERMS OF ADEQUACY IN DEALING WITH THE CAUSES OF DELINQUENCY. THE ROLES OF THE VARIOUS DEPARTMENTS OF GOVERNMENT THAT RELATE TO THE PROBLEMS OF YOUTH ARE DISCUSSED. FIRST AND SECOND PRIORITY RECOMMENDATIONS ARE OFFERRED FOR EACH SOCIAL INSTITUTION AND STATE DEPARTMENT EVALUATED. ALL EXISTING STATE FUNDED PROJECTS FOR YOUTH ARE DESCRIBED IN TERMS OF PROGRAM OBJECTIVES, IMPLEMENTATION, ACCOMPLISHMENTS, AND BUDGET NEEDS OVER A FIVE YEAR PERIOD. RECOMMENDATIONS FROM GROUPS AND PERSONS WORKING WITH DELINQUENTS THROUGHOUT THE STATE AND IN VARIOUS COUNTIES ARE INCLUDED IN THE APPENDIXES, ALONG WITH LAWS GOVERNING THE CRIMINAL JUSTICE PROCESS FOR JUVENILES.
