THIS STUDY WAS UNDERTAKEN TO FORMULATE A STATEWIDE, INTEGRATED, CORRECTIONAL SYSTEM FOR ADULTS AND JUVENILES WHICH WOULD REQUIRE A MINIMUM OUTLAY OF FUNDS FOR FACILITIES.
Abstract
THE RECOMMENDED CORRECTIONAL SYSTEM IDENTIFIES THE BASIC NEEDS AND REQUIREMENTS FOR THE STATE PROJECTED TO 1985. IN ADDITION, A FLEXIBLE MANAGEMENT SYSTEM IS DESIGNED WHICH IS CAPABLE OF ADJUSTING TO SPECIFIC FUTURE NEEDS. SOME ASPECTS OF THE NEW SYSTEM INCLUDE DEVELOPMENT OF COMMUNITY PREVENTION PROGRAMS, INCREASED USE OF COMMUNITY RESOURCES, AND THE USE OF SUITABLE EXISTING FACILITIES WHILE AVOIDING NEW CONSTRUCTION. RESEARCH AND ANALYSIS OF THE STATE'S FUTURE CORRECTIONAL NEEDS INDICATES THAT THEY COULD BEST BE MET BY ESTABLISHING THREE GEOGRAPHICAL CORRECTIONAL AREAS DETERMINED BY OFFENDER LOADS, DISTANCE, TRAVEL AND PRESENT STATE PLANNING REGIONS.
