COSTS ARE ESTIMATED FOR MAINE'S COMPLIANCE WITH CORRECTIONS STANDARDS OF THE COMMISSION ON ACCREDITATION FOR CORRECTIONS.
Abstract
AS A RESULT OF ITS SELF-EVALUATION TO DETERMINE MAINE'S EXISTING DEGREE OF COMPLIANCE WITH STANDARDS, THE MAINE BUREAU OF CORRECTIONS SHOWED AN OVERALL 52.7 PERCENT COMPLIANCE RATE. THE MAINE STATE PRISON HAD A TOTAL COMPLIANCE RATE OF JUST UNDER 50 PERCENT OF THE STANDARDS, AND THE MAINE CORRECTIONAL CENTER COMPLIED WITH ABOUT 55 PERCENT. MAINE'S TWO INSTITUTIONS COMPLIED WITH 52 PERCENT OF THE 'ESSENTIAL,' '62 PERCENT OF THE 'IMPORTANT,' AND 60 PERCENT OF THE 'DESIRABLE' STANDARDS. SYSTEMWIDE, COMPLIANCE COSTS RANGE FROM $13,765,100 TO $21,857,100; FOR THE MAINE STATE PRISON, THE RANGE IS $12,363,825 TO $20,455,825; AND FOR MAINE CORRECTIONAL CENTER, IT IS ABOUT $1,346,000. CAPITAL EXPENDITURES ACCOUNT FOR THE LARGEST PROPORTION OF THE TOTAL CAPITAL-RELATED EQUIPMENT), BUT NON-CAPITAL COSTS ARE SIGNIFICANT AT ABOUT $1,000,000. ASIDE FROM CAPITAL, THE OTHER COSTS IN ORDER OF SIGNIFICANCE ARE PERSONNEL, ADDITIONAL FUNDS, AND PURCHASE OF SERVICES. THE APPENDIXES PROVIDE DETAILED COST ESTIMATE DATA.
