Arguing that electronic detection systems are a cost effective alternative to officer-manned towers on prisons, this article details the features of electronic perimeter detection systems.
Abstract
Savings in staffing and construction realized by corrections officials in Michigan and Colorado from substituting electronic surveillance for guard towers are described. The article examines past problems with such systems, but contends that today's electronic equipment is reliable and effective. Specific areas covered include zone lengths, computer supervision of alarm points, digital voice alarm announcements, and computer graphics that show alarm zones and building layouts. Other features discussed are the capability to constantly enter meteorological data, expansion potential, and detection of fence climbing, cutting, and attempts to bypass the system. Such systems eliminate the issues of officer stress and accountability and allow greater architectural design flexibility.
