Annotation

This article describes how the British Prison Service is organized to produce accountability to Prison Service policies (1) across institutions and (2) in each individual prison (to achieve goals related to its particular needs).

Abstract

Prison governors (wardens) operate their institutions by explicit policies. The policies of each prison are formulated and reviewed periodically in discussions between wardens and their immediate line managers, and the regional directors. Once an institution's policies are set, the chain of accountability is through the regional director to the deputy director general and director general. The regional director uses operational assessment to audit the warden's performance. The audit report is presented in the regional director's annual report. Over time, it should be possible to devise a recording and reporting system which indicates each prison's discharge of its functions by appropriate measures, with costs attached to these activities. Appended are statements of the tasks of the Prison Service and the functions of prisons. 1 note.
