AN OUTLINE IS PRESENTED OF A PLAN FOR A PACKAGE OF SIMPLE MANAGEMENT FORMS USED SUCCESSFULLY DURING NUMEROUS CRIMINAL INVESTIGATIONS.
Abstract
THE OBJECT OF THE PLAN IS TO KEEP A CHIEF PROSECUTOR APPRISED OF THE STATUS OF AN INVESTIGATION. IT IS RECOMMENDED THAT AN EXPERIENCED CRIMINAL PROSECUTOR MAKE THE INITIAL DECISION ON WHETHER TO BEGIN AN INVESTIGATION. THIS ATTORNEY WOULD THEN SUPERVISE THE INVESTIGATION AND THE INVESTIGATORS AND CRIMINAL TRIAL ATTORNEYS. AN ADMINISTRATIVE FILE SHOULD BE MAINTAINED TO KEEP THE SUPERVISING ATTORNEY ABREAST OF THE INVESTIGATION. CASE ASSIGNMENT SHEETS AND CASE CONTROL SHEETS SHOULD BE GENERATED. CASE ASSIGNMENT SHEETS ARE USED TO NOTIFY AN INVESTIGATOR AND THE SPECIAL TRIAL ASSISTANT THAT THE INVESTIGATION WILL BE THEIR RESPONSIBILITY AND TO APPRISE THEM OF THE PRELIMINARY ANALYSIS BY THE SUPERVISING ATTORNEY. CASE CONTROL SHEETS ARE BASIC FACT SHEETS WHICH CONTAIN CONTROL DATES AND A CHRONOLOGICAL HISTORY OF THE INVESTIGATIONS PROGRESS. AN INVESTIGATE PLAN, A CHECKLIST OF ACTIVITY FOR THE COURSE OF THE INVESTIGATION, IS ALSO RECOMMENDED, AS ARE THREE PERIODIC PROGRESS REPORTS. THE SUPERVISING ATTORNEY MUST STAY ABREAST OF THE INVESTIGATION AT ALL TIMES. IF THIS SYSTEM IS IMPLEMENTED SMOOTHLY, THE CHIEF PROSECUTOR WILL BE ABLE TO BE BRIEFED QUICKLY ON THE STATUS OF ANY INVESTIGATION. A FLOW CHART AND A LIST OF DOCUMENTS USED IN THE SYSTEM ARE INCLUDED. (MJW)
