A DESCRIPTION OF THE MULTNOMAH COUNTY (OR) MANUAL SYSTEM FOR PRIORITIZING, ASSIGNING, AND MONITORING CRIMINAL INVESTIGATION CASELOADS FOR THE MULTNOMAH POLICE TEAMS.
Abstract
THIS PAPER DESCRIBES THE SYSTEM AFTER FIELD IMPLEMENTATION AND MANUAL USE FOR ALMOST ONE YEAR. THE CASE MONITORING SYSTEM CONSISTS OF TWO PARTS: 1) THE PRIORITY SYSTEM AND 2) THE CASE MONITORING SYSTEM. A DECISION ON CASE PRIORITY IS FIRST MADE THROUGH CONSIDERATION OF FOUR VARIABLES: GRAVITY OF OFFENSE, PROBABILITY OF SOLUTION, URGENCY FOR ACTION, AND AND SUPERVISORY JUDGEMENT. A POINT SYSTEM REFLECTING THE VARIOUS DEGREES OF EACH OF THESE FACTORS IS USED TO ESTABLISH A NUMERIC SCORE OF CASE PRIORITY. THESE PRIORITIES THEN DETERMINE THE TYPE OF ACTION TAKEN ON THE CASE. THE CASES ASSIGNED TO OFFICERS ARE THEN MONITORED BY A MANUAL CARD FILE SYSTEM WHICH PROVIDES: 1) RETRIEVAL OF CASE INFORMATION BY DEPARTMENT CASE NUMBER; 2) CURRENT FILE OF CASES ASSIGNED TO EACH INVESTIGATOR; AND 3) PERIODIC REVIEW OF ASSIGNED CASES UNTIL THEY ARE CONCLUDED.
