THIS MANUAL IS AN EFFORT TO CONSOLIDATE USEFUL AND IMPORTANT INFORMATION FOR THE MANAGEMENT AND ADMINISTRATION OF THE OFFICE OF THE SHERIFF IN WISCONSIN.
Abstract
IT IS THE PRODUCT OF A NUMBER OF SEMINARS AND SYMPOSIA FOR WISCONSIN SHERIFFS AND THEIR MANAGEMENT STAFFS. THE PROGRAMS DEALT WITH CURRENT PROBLEMS AND DECISIONS OF CONCERN TO MANAGEMENT PERSONNEL AS WELL AS WITH NEW INFORMATION. TO HELP SHERIFFS FUNCTION EFFECTIVELY WITHIN THE LAW, PERTINENT MATERIAL FROM THE BODY OF THE LAW HAS BEEN INCLUDED. THE FIRST SECTION FOCUSES ON THE ROLES OF SHERIFFS AND CONSIDERS THEIR AUTHORITY AND ITS LIMITATIONS, SIMILARITIES AND VARIATIONS IN THEIR ROLES FROM COUNTY TO COUNTY, AND CHANGES IN THESE ROLES THROUGH TIME. THE SECOND SECTION IS CONCERNED WITH POTENTIAL PROBLEM AREAS IN THE SHERIFFS' DUTIES. THE CONSTITUTIONAL CONTEXT OF THESE DUTIES IS DISCUSSED, AND THEN THE TASKS RELATED TO JAIL MANAGEMENT, LAW ENFORCEMENT, AND COURT SERVICES ARE DEALT WITH, AS WELL AS DEFENSES AGAINST LAWSUITS. THE THIRD SECTION IS DEVOTED TO THE SERVICES OF PROCESS. VARIOUS SUMMONSES AND WRITS, THE SUBPOENA, BODY ATTACHMENTS, NOTICES, AND OTHER OFFICIAL PAPERS ARE EXPLAINED. THE FOURTH SECTION IS CONCERNED WITH MANAGERIAL FUNCTIONS AND PROBLEMS. APPENDICES CONTAIN SUPPLEMENTARY DOCUMENTS, COMPUTER INDEXES OF THE 1975 WISCONSIN STATUTES, CERTIFICATES OF SERVICE OR AFFIDAVITS USED WHEN PAPERS HAVE BEEN SERVED, AND A MODEL POLICY MANUAL FOR POLICE AGENCIES.
