THIS REPORT ADDRESSES ISSUES OF ORGANIZATIONAL, PROGRAM, AND MANAGERIAL STRENGTHS AND WEAKNESSES, AND PROVIDES DETAILED DESIGNS FOR IMPROVEMENT IN DECISION-MAKING, STAFF, OPERATIONS, WORKLOAD, TRAINING, AND EVALUATION.
Abstract
FIRST INVESTIGATED ARE THE ROLE OF THE PROBATION AND PAROLE COMMISSION AND ITS FUNCTIONS IN PAROLE DECISION-MAKING. THE REPORT OFFERS A PLAN FOR REVISING THE DECISION-MAKING PROCEDURES, DISCUSSES CERTAIN STAFF EMPLOYED DIRECTLY BY THE COMMISSION, DISCUSSES TWO AREAS FOR COOPERATION BETWEEN THE COMMISSION AND THE DIVISION OF CORRECTIONS IN THE PAROLE PROCESS (CONTRACT PAROLE AND PRERELEASE PLANNING), AND COMMENTS ON THE COMMISSION'S ROLE WITH ITS FIELD STAFF AND THE PUBLIC. DETAILED PLANS FOR THE REORGANIZATION AND UPGRADING OF THE COMMISSION'S STAFF AND OPERATIONS ARE ALSO GIVEN. RECOMMENDATIONS ON WORKLOAD AND STAFF-CLIENT RATIOS ARE PRESENTED, AND IT IS SUGGESTED THAT PERFORMANCE STANDARDS FOR PAROLE AND PROBATION OFFICERS BE INSTITUTED. THE ESTABLISHMENT OF OFFENDERS EVALUATION UNITS AND AMENDED LEGISLATION ON PRESENTENCE REPORTS ARE ALSO RECOMMENDED. FINDINGS AND PLANS FOR THE AREAS OF TRAINING AND COMMUNITY SERVICES ARE REPORTED. COMMENTS ON THE FLORIDA JOINT PLAN FOR ADULT CORRECTIONS AND ON THE FLORIDA CORRECTIONAL REFORM ACT OF 1974 ARE INCLUDED. FINALLY, THE REPORT ADDRESSES THE ISSUE OF THE PLACE OF PAROLE AND PROBATION SERVICES WITHIN THE STATE GOVERNMENT. APPENDED ARE QUESTIONNAIRE RESPONSES, PROBATION AND PAROLE JOB DESCRIPTIONS, AND EXCERPTS FROM THE U.S. BOARD OF PAROLE RULES AND REGULATIONS.
