Abstract
The discussion also considers the social and political matters that police management must define, identify, and settle prior to the implementation of any substantive or procedural change in tactical policy. The text also discusses media relations, relationships with other criminal justice agencies, and politics within the police agency. The book largely follows Gulick’s classic description of the elements of management. It presents the organizational rationale for each decision and emphasizes the responsibility of the police agency and its supervisory and administrative personnel to follow legal guidelines in the formation and operation of the tactical unit. The text presents legal precedents as described in appellate court decisions and uses field examples to illustrate specific points. Tables, footnotes, index, and 131 references
