STATISTICAL PROFILES FOR EACH OF THE U.S. COURTS OF APPEALS AND DISTRICT COURTS RESULTING IN A COMPOSITE INDEX OF THEIR 'OPERATIONAL HEALTH'.
Abstract
THE PROFILES LOOK AT THREE DIMENSIONS OF THE WORKLOAD CONDITION - 1) INCOMING WORK, PRINCIPALLY THE VOLUME OF NEW FILINGS AND THE RATE AT WHICH THEY HAVE BEEN INCREASING OR DECREASING, 2) WORK IN PROGRESS, PRIMARILY THE SIZE OF PENDING CASELOADS AND OF 'OLD CASE' INVENTORIES, AND THE MEDIAN TIME IT TAKES TO DISPOSE OF CASES, AND 3) OUTGOING WORK, I.E., THE VOLUME OF ALL DISPOSITIONS AS WELL AS OF TRIAL DISPOSITIONS ALONE. THE STATISTICAL PROFILE OF A GIVEN COURT REVEALS SUCH THINGS AS THE WORKLOAD VERSUS JUDGEPOWER RATIO AND HOW THAT RATIO COMPARES TO OTHER COURTS, THE COURT'S MANAGEMENT PROBLEMS, AND THE COURT'S CASE DISPOSITION RATE IN RELATION TO CIRCUIT AND NATIONAL NORMS.
