This monograph presents standards for use by police agencies with 25 to 200 officers in managing confidential and flash-roll funds used by undercover officers to purchase services, evidence, and specific information.
Abstract
The recommended policies and examples are based on law enforcement experience and are appropriate for larger police agencies as well. The discussion recommends controls, reports, audits, and related forms designed to ensure the proper handling of funds used to make or to create the appearance of making several types of purchases. These include purchases of transportation for officers or informants, business fronts, items created to establish the appearance of affluence, meals and entertainment for undercover purposes, stolen property, illicit drugs, firearms, and information from informants. Individual sections detail the major objectives and basic policies to be used as well as the specific procedures. The management approach described is consistent with the mandatory procedures developed by the Office of Justice Programs (OJP) of the United States Department of Justice for agencies that have received OJP grants containing confidential funds.
