REPORT EXAMINES AND OFFERS PROPOSALS FOR THE BETTER MANAGEMENT OF CRIMINAL INVESTIGATIONS.
Abstract
IN 1966 A PRESIDENTIAL COMMISSION NOTED THAT ONLY 35 PERCENT OF REPORTED MAJOR CRIMES RESULTED IN CONVICTION. A DECADE LATER THOSE PERCENTAGES REMAIN THE SAME, AND OBSERVERS HAVE QUESTIONED THE METHODS OF CRIMINAL INVESTIGATORS. THIS STUDY CONTAINS SOME RECOMMENDATIONS THAT THE AUTHORS BELIEVE MAY REMEDY THE SITUATION. SOME OF THESE INCLUDE DEVELOPMENT OF A POLICE/PROSECUTOR RELATIONSHIP THAT WILL RESULT IN BETTER CASE INVESTIGATION AND PREPARATION AND GREATER LIKELIHOOD OF SUCCESSFUL PROSECUTION, AND RE-EXAMINING THE AGENCY STRUCTURE TO MAXIMIZE THE USE OF ALL PERSONNEL. OTHERS INCLUDE ESTABLISHMENT OF A CASE-SCREENING SYSTEM THAT WILL REMOVE NONSOLVABLE CASES FROM THE INVESTIGATIVE PROCESS AT AN EARLY POINT, AND INCREASED PARTICIPATION BY UNIFORMED PERSONNEL IN AN INVESTIGATION AT THE TIME THE CRIME IS COMMITTED.
