In "Management of Crowded Prisons," an overview of national correctional management issues, the authors point out that not all crowded prisons are necessarily overcrowded, but that conditions of crowdedness may exist when the original capacities of facilities are exceeded.
Abstract
The study reviews statistics on prison crowding as well as litigation and case law that have challenged correctional management of housing and living conditions. In a survey of prison administrations, several problems associated with crowding were identified including problems of space related to inmate privacy, protection of personal property, safety, and supervision; equipment breakdowns and related maintenance problems; greater staff workloads; and an increase in violence. Six approaches to the management of crowded prisons are discussed all of which emphasize the need to maximize resources and share the challenges and successes.
