This futures study addressed what types of skills and knowledge command level police managers in California will require to effectively manage a culturally diverse work force by the year 2003.
Abstract
The sub-issues of the study deal with cultural diversity training, funding for management training related to cultural diversity, and measuring effectiveness of managing culturally diverse work forces. Five trends were selected as most important to the study for forecasting: knowledge and awareness of cultural differences by law enforcement managers, level of law enforcement training budgets, the public's perception of feeling less safe, the public's perception of law enforcement's inability to deal with crime, and the need for outside funding for police management training. In addition, five events were selected to complete the analysis: race-related rioting between blacks and Asians in the Los Angeles area, mandated regionalized police and fire services, legislated demographic representation in police agencies, a 25- percent unemployment rate in California, and election of police chiefs. Based on the analysis, strategic management and transitional management plans are outlined. 20 figures, 32 notes, 67 references, and 2 appendixes
