This text examines police misconduct, abuse of authority, and corruption and provides guidelines for managing it.
Abstract
An anticorruption manual for administration in law enforcement provides definitions of corruption and delineates types of corruption in terms of the act and actors, the corrupting influence, peer group support, organizational content, and police department reactions. Means for determining the level of corruption are discussed, and corruption hazards and indicators are specified. Also examined are police-media relations in the face of charges of police corruption, factors to consider in developing an anticorruption policy and program, and guidelines for program implementation, including training. A series of symposium papers provides an international perspective of police corruption and delineates strategies for maintaining police integrity in Belgium, Denmark, Hong Kong, Japan, the Netherlands, Sweden, and the United States (Federal and municipal police forces). Two papers consider the contribution of international drug trafficking to the corruption of public officials, including police.
